Increase in Premium Contributions Starting CY 2012

The newly released PhilHealth Circular No. 22 s-2011 "New Premium Contributions to the National Health Insurance Program (NHIP) in Support to the Attainment of Universal Health Care and Millenium Development Goals (MDG)", has announced the implementation of new premium rates for CY 2012.

Affected programs are the Sponsored Program (SP), Individually Paying Program (IPP), Overseas Workers Program (OWP) and the employed program. Below summarizes the new rates per program classification.


Sponsored Program

  • Members included in the DSWD NHTS-PR list will be covered for 2 years. Annual premium shall be Php2,400.00 effective January 1, 2012;
  • Annual premiums for the partial subsidy will be increased from Php1,200 to Php2,400 effective JULY 2012
    • For sponsors who enroll and pay their contributions within the first semester, the annual premium shall be Php1,200.00;
    • For sponsors who enroll and commits to pay for its members a period of two (2) consecutive years, the annual premium shall be Php1,200.00.


Individually Paying Members

  • Starting JULY 2012, the annual premium contribution will be Php2,400.00, quarterly payment shall be Php600.00 and monthly premiums will be Php200.00;
  • Self-employed professionals earning an average monthly income of more than Php25,000 will pay an annual rate of Php3,600. For self-employed professionals earning Php25,000 or less, they will be required to present an ITR as proof of income;
  • Members paying their annual contributions within the first semester 2012 will still be able to pay the Php1,200 annual premium;
  • Members paying for two (2) consecutive years within the first semester of 2012 will be paying for the annual premium rate of Php1,200.00.


Overseas Filipino Workers (OFW)

  • Starting January 2012, the annual premium contribution for OFWs will be increased from Php900.00 to Php1,200.00;
  • Starting July 2012, the annual premium to be implemented will be Php2,400.00;
  • For payment of two (2) consecutive years within the first semester of 2012, the annual rate to be applied will still be Php1,200.00.


Employed Sector

  • Effective January 2013, the premium contributions for the employed sector shall be three percent (3%) of the basic monthly salary of the employee shared equally by the employer;
  • Monthly Salary Base = Php7,000.00 and Monthly Salary Ceiling = Php50,000.00.

The need of increasing the members' premium contribution have been cited by PhilHealth President Dr. Eduardo P. Banzon as reported by SunStar (see article here) last November 2011 as necessary in sustaining the enhanced PhilHealth benefits.

  1. mapupunta lang yan sa mga corrupt... pano kung di k naman nagkasakit o naospital pano na ung contribution mo makukuha pa ba ito o goodbye na lang????

    1. Ang mga dating contribution ay ginagamit na qualifying criteria para ikaw ay maging lifetime member pag dating ng 60yrs old. Ang lifetime ay di na kailangan magbayad ng premium para makagamit ng benepisyo pati ang kanyang mga declared qualified dependents ay covered pa rin. Kailangan lamang ng 120 monthly contributions upang ikaw ay maging eligible. Bibihira ang mga hmo na tumatanggap ng mga ganung edad kung kaya't sa aming palagay ay mapapakinabangan din ang programa.

    2. Exactly. Matagal ko na hinahanapan ng hmo ang parents ko. My father is 65 and my mother is 62, both retired. Wala ako makita. Yung medicared meron program for senior citizens, but reqmt nila dapat may account na sa kanila before they turned 60, for at least ten years yta yun. So ibig sabihin para sa loyal clients lang nila.

      It is a good thing though na pareho members ang parents ko ng philhealth. For their medical needs philhealth and senior citizen discount card na lng inaasahan namin.

  2. if you are earning 500k, 750 employee and 750 employer = 1,500.00 per month an contri mo x 12 months = 18,000.00 gosh this is to much.. doble ang contribution pero wala namang kwenta. sa medicard ko n lang yan ibabayad kesa sa philhealh. Kunr aabot k apa ng 60 haha mapapakinabangan mo.. e umiigsi n nga ang life span ng tao ngaun ... hay naku this is crazy...

  4. This is crazy talaga!!!! magbabayad n lang ako sa ibang insurance like maxicare, medicard etc atleast un magagamit ko pa sa check up. unlike sa philhealth.... bwisit

  5. Wag manghinayang sa P18,000. Mababa na to compared sa ibang hmo like medicard. Sa medicard mas mataas pa babayaran mo if mag enroll ka ng dependent. Bilang nila yun kung ilan. Bka abutin ka pa ng P50,000 plus depende kung ilan dependent mo.

    And besides yung P18,000 kasama na dun yung employer share. If you choose to get plans from other hmos hindi sila required to shoulder half of your premiums so solo mo babayaran yung P50,000 plus per year. Although yung malalaking company nman meron binibigay na group insurance, yung iba wala tlga.

  6. Yung iba nagsasabi, pano kung di ka nagkasakit? Ang tanong ko pabalik, paano kung magkasakit ka, may pambayad ka ba sa ospital o sa doktor mo? Pano kung magkasakit anak mo, asawa m? Kaya mo ba? Or matutuliro kakaisip kung kanino mangutang?

    Masyado tayo nagrereklamo at nanghihinayang sa contributions. Kahati naman natin magbayad employers natin. Eh mas malaki pa pang load natin buwan buwan.

    Personally ako, naka claim ako ng P19,000 nung manganak ako thru c section. And just this may nahospital anak ko, and nka claim ako ng P26,000.00. If i compute natin, bawi ko na yung contribution ko, lampas lampas pa.

  7. Query lang po. Iba iba yung contribution premiums na binabayaran depende sa salary credit. Ibig sabihin ba magkaiba din yung benefits na makikiclaim? Like mas malaki ang i shoulder ng philhealth kung mas malaki ang mnthly premium ?
